The Board’s vision for how ateb should discharge its obligations is captured in a document called ‘Vision’. The Board monitors ateb against this document to make sure its governance is effective.
The Board operates within the Welsh Government’s ‘Regulation Framework’ and meets around 12 times a year. The ateb Board has a number of sub-committees to assist its work:
Our subsidiaries, Mill Bay Homes, West Wales Care & Repair and Effective Building Solutions all have separate Boards that report into the ateb parent Board in accordance with the relevant legislation.
Chair
Siwan has a portfolio career. Her expertise is strategic leadership in political environments, with a focus on public sector governance, standards in public life and transformational change. With over twenty years of board-level experience nationally and internationally, Siwan is known for her clarity, professionalism and ability to bring out the best in people. Having lived in capital cities at home and abroad, she now lives in West Wales, where she was raised.
David has vast experience in both the private and public sectors. David started his career as an Electrical Engineer Draughtsman and then moved to become a Facilities Manager with BT and gained a post-graduate Management Studies qualification. David joined the NHS in 1994 as the Director of Facilities in Gwent moving to a role as Head of Contract Services a few years later. In 2004 David became the Director of Support Services for Powys Teaching Health Board and retired in 2010. David has experience in the housing sector having served as a Vice-Chair and then Chair of a Housing Association in Cardiff for 6 years prior to joining ateb.
Elaine is Service Director for MH&LD with Cwm Taf Morgannwg University Health Board and has over 20 years’ experience in the health, social and not-for-profit sector. Elaine has a passion for staff, stakeholder and public engagement to empower and develop sustainable and continuous improvement in quality and productivity.
Jonathan is a Chartered Planning & Development Surveyor with over 35 years’ experience. Until taking early retirement in May 2025, Jonathan was Head of Property at Carmarthenshire County Council for 21. His roles for Carmarthenshire covered housing and commercial property, including estates, strategic asset management, construction, maintenance, regeneration projects, and property development. Jonathan previously worked in property, development, and management roles for a charity in Cardiff, a private firm of surveyors in London, and at Berkshire County Council. Jonathan holds an Honours Degree in Land Management (Development) from Reading University.
Judith is a an experienced Board member having worked for many years as an Executive Director of Human Resources/ Workforce and Organisational Development in the NHS in England and Wales. She also served as an independent member/Vice Chair/interim Chair on Hywel Dda University Health Board. She is currently a Board member of HEIW and a Governor of Pembrokeshire College . She lives in Pembrokeshire and enjoys gardening, watching sport , theatre and music.

Owen is a Director of an independent town planning consultancy that operates within England and Wales. Owen has extensive experience of planning and development and is a Chartered Town Planner and a Member of the Royal Town Planning Institute. Owen’s current work comprises of working with private developers and landowners on a range of strategic development schemes which includes major mixed use development sites, development plan promotion, planning applications, EIA and public enquires.Owen is educated to Masters Level and holds an MSc in Residential Development.
Vicki Miller is an experienced housing professional and currently serves as Head of Housing & Communities at a Cardiff-based Housing Association. She holds a degree from Leeds University and a Postgraduate Diploma in Housing. With a strong track record in customer experience, service delivery, and leading through change, Vicki specialises in driving culture transformation and embedding people-centred approaches across services. She is passionate about social justice and ensuring that the voices of customers and communities are not only heard but actively shape decision-making. Vicki previously served as Vice Chair at TPAS Cymru, where she played a key role in promoting tenant participation and influencing housing policy at a national level. She brings strategic insight, sector knowledge, and a collaborative leadership style to her role as a board member.
